Headless servers aren’t affected by this. First. Thanks to all those that replied. Seems that the fix for me was to connect a monitor to machine (headless server just meaning a regular Fedora 38 machine without a monitor connect) Then login in using gnome option (usually have it default to XFCE, but power option with XFCE doesn't show anything on this option). Then going to power settings and turn off the option. Then it doesn't seem to be shutting down the machine at all. Still haven't seen a reply if switching to lightdm from gdm would also resolve issue? So currently the machine is using gdm, but was set to use XFCE for both local login and VNC login. Also, any cron or auto run process like dnf-cache would be effect. Don't know if they thought of any of those issues. I have BOINC running on machines to do work, and a suspend stops them dead..
