You should use journalctl to check the log entries in detail. This kind of behavior is often related to permission issues or missing files.

And in order to dig deeper into the issue, we need to know what you exactly did. On what Fedora Edition did you install libvirt, and how did you install?

# dnf  --releasever=38 install qemu-kvm virt-manager libvirt libvirt-daemon guestfs-tools libvirt-daemon-driver-qemu libvirt-devel virt-top libguestfs-tools



# systemctl start  libvirtd

Starting libvirtd directly gives:

And I can not find what provide it:

# dnf whatprovides LIBVIRT_PRIVATE
