Gnome Disk Utility, aka Disks. Select a storage device and you can add or remove partitions.
Disks displays the partition layout. Under that panel is a "gear' that leads t a menu where you can
add or remove partitions, format partitions, or "Edit Mount options" (e.g., fstab).
