F38 starts to a blank screen with a cursor in the upper left corner of the screen. Does not respond to keyboard or mouse. The display manager is supposed to be sddm. Editing the grub entry to start in single user mode gets me to a terminal screen where I can login. startx begins but fails to connect to the X server.

xinit brings up a terminal window where a lxsession will give a graphical desktop. gnome and kde plasma fail to start. xfce gives a desktop with no window bar on windows and mouse window operations Which is not really usable.
]# systemctl get-default
graphical.target
Note: found "3" on the kernel commandline, which overrides the
default unit.
