I heard back from Mr. Ogbuji. He said that Fourthought's been gone for over a decade and he hasn't been involved with EXSLT for a while, but it seems that it relocated to https://exslt.github.io/, which looks like a mirror of exslt.org.
Looking through the documentation there, it still uses the exslt.org domain do identify xslt extensions.
Looks like we're in for some rough weather, since exslt.org will undoubtedly be snapped up by a domain speculator or someone with a nefarious intent…
