This is the default in the new simple console, as scrollback was removed from the kernel. Are you perhaps doing this in a console (Ctrl-Alt-[F1-F6])? I have no problems with scrollback in the terminals in my LXDE or LXQT desktops. What desktop are you using? What terminal?
