I tried this on a whim some time ago with another old machine (F34 -> F37 in that case), and it worked then too. I guess this is not recommended, but it worked for me. The Fedora signing keys are located at /etc/pki/rpm-gpg. I wonder if you could have copied the missing keys manually, or if the signing algorithm was the problem.
