I don't use cockpit, but these sure sound like bugs. I did a quick check of open bugs, and didn't find anything like it. So, it would be good if you opened a bug with this information. https://bugzilla.redhat.com/buglist.cgi?quicksearch=cockpit You might have to click the little delta above the bug id number to get the most recent bugs at the top. And the Fedora bugs are few, you'll have to page to find them.
