Running 'rpm -qi xv' or 'dnf info xv' shows that package
comes from rpmfusion-nonfree.  But I can't imgine anyone at
rpmfusion being eager to add webp support to such an ancient
tool.  I could always be wrong.

As Luna suggested, upstream might be better.  Of course, the
date on the package is 20070520, so I'm guessing it's not
getting active development these days.

You're surely better off using some other tool if you need
webp support.  Or you could convert from webp to a format xv
can handle.  :)
