Later (I think with version 4) they expanded to manage VMs as well. So, you might be able to manage a virtual Windows instance with LXD, but you don’t use container technology. Fedora doesn’t include a LXD RPM. There is a RPM in COPR [1], which is maintained by one person, who is very active (at least in the past, I actually don’t use it anymore). And you can install it via another packaging tool, snap. So LXD on Fedora might not be such a superior user experience.
