A 16 GB SD could probably fit whatever is the latest release with 32-bit support, but they aren't especially reliable for this use case, make sure to keep backups, or don't put anything there that you don't mind losing. The latest 32-bit Xfce image I could find at the archives is Fedora 25 (https://archive.fedoraproject.org/pub/archive/fedora/linux/releases/25/Spins/i386/iso/Fedora-Xfce-Live-i386-25-1.3.iso).
