As attempting to avoid NetworkManager is a hopeless task, I converted all my ifcfg files to keyfiles and it seemed to work OK. https://fedoramagazine.org/converting-networkmanager-from-ifcfg-to-keyfiles/ It took a long time to define all my network stuff correctly, and I found I could only do it with the nmcli command because the GUI provided is utterly useless.
