I'd there a difference in dnf upgrade and dnf distro-sync? There's a dnf update too. I usually erase a /var/cache/dnf to clean data.

That's updating the man page database the "man" command uses. It only
runs when something in the update modified or added man pages. I do
usually wait for it to finish before rebooting, though I think it will try again later if it didn't get finished.
