On motherboards with jumpers you have choices like: +5v/+5vSB +5V is supplying 5 volts from the normal running power supply, which will/should drop to zero volts when the computer is not running (switched off, sleep mode, hibernate mode, standby mode). +5VSB is 5 volts from the stand-by supply, which always has 5 volts on it, whether the computer is on or off. BIOS/UEFI controls for the USB supply should work in the same way.
