On my F37 system, I see this:
# cat /boot/efi/EFI/fedora/grub.cfg
search --no-floppy --fs-uuid --set=dev 45c212f1-cae8-4149-998e-b2cff3447769
set prefix=($dev)/root/boot/grub2
export $prefix
configfile $prefix/grub.cfg
So yes, it might be reading /boot/efi/EFI/fedora/grub.cfg, but all that
does is redirect it back to /boot/grub2/grub.cfg.
The /root/boot/grub2 confused me for a moment until I realized that it
will be looking at the base btrfs partition and needs to look in the
/root volume.
