Others have answered this question, that it no longer exists.
And suggested that just restarting  dnf update  might work, if the
crash wasn't hardware related.  However, you might look at man dnf, and
check the distro-sync command. It ensures that you are synced with the
latest of every package you have installed for your fedora version. Not
exactly what you wanted, but might suffice.
