Thanks Patrick, I'll try that. I thought it was something in Fedora as KDE and Wayland (which still don't properly work together) doesn't exhibit the issue.
I resolved the issue by going into the global theme options and for the Breeze theme selecting "Desktop Layout" and applying it, but that has changed the icon for the throbber and destroyed the font display as text keeps switching between sharp and blurred.
