It sounds like they're automatic. There might be a way to control them, but it's something that will be specific to your computer, so it's hard to give a general answer.

LEDs last for a very long time, so they are not likely to burn out. And your notebook is definitely not going to stop working even if the keyboard LEDs burn out.
