I see that TB 102 has a DNS-over-HTTPS option under General /

Perhaps turn that function on, exit, off again, and see if it sets the
new setting. There could be a conflict between old config and new
config data.
Just now I tried that out. There's still a multi-second delay at
startup. During the delay an empty window (title bar and border with the
previous contents of the screen display unchanged inside the window) is
visible. I bounced TB 102 several times. Once, the message about not
connecting to the IMAP server appeared. Otherwise, the TB window
eventually came up without error. However, TB seemed to respond slowly
at first. The mouse pointer indicates activity while things are slow but
there's no clue (e.g., in the status bar) as to what TB is working on.
I also have a secondary FC35 system with TB installed. It too has been
upgraded from 91 to 102. It has a much newer TB profile. It is
configured with the same IMAP and calendar providers. TB 102 starts fast
and works without issue.
This suggests that your theory about a old vs. new config conflict might
be correct. When I have time I'll create a new profile with TB 91 then
upgrade to TB 102. My first PC's TB profile is older than the second
PC's so it's undoubtedly gone through multiple TB upgrades.
