That's an error in the source code, not a rpm metadata based dependency. That being said, I'm not sure if that's a bug or not. I'm not familiar with the package and you haven't provided much context.
I am currentyly running gsl-2.6
I am trying to install gsl-2.7
However, qag.c is not delivered by gsl nor gsl-devel (in gsl-2.6-6.fc36.x86_64)
