There should be two:

/boot/efi/EFI/fedora/grub.cfg
/boot/grub2/grub.cfg

The first one has a few lines to find and load the 2nd one.

grubx$arch.efi assumes a grub.cfg in the same directory, hence the need for the 1st one; and this feature made the actual grub.cfg reside in /boot/grub2 regardless of arch or firmware type.

For what it's worth, there's many valid way to do this. Therefore it gets confusing because you have to evaluate all the tradeoffs of each layout.
