The network-online.target which nm-online is before only says that the interface has a configured ip address.
It does not test connectivity.

Having said that I am very surprised that the gateway is not reachable.
At least in small networks the gateway is the same host that is the dhcp server and thus will be reachable.

What you are doing with waiting until you can access the remote host seems like the required solution.
