Strange,
Perhaps I've misunderstood how wine was excluded, when I excluded it I used
[main]
gpgcheck=True
installonly_limit=3
clean_requirements_on_remove=True
best=False
skip_if_unavailable=True
exclude_from_weak=PackageKit PackageKit-glib gnome-tour
max_parallel_downloads=10
excludepkgs=wine*

you could also do --disableexcludes=all
