F34 has 7.4.28 in updates, so I don't know why you don't have it if you
upgraded recently.
I was using a specific mirror in my repo file because the one chosen by mirrors.fedoraproject.org by default was timing out, and it appears it didn't have all the updates.
I've now changed it back, and it picked another mirror with those updates. thanks.
