This is the expected result from the above command.  Installing a new kernel needs
a bunch of steps (see below) so is not as simple as you appear to think.


The easy way is to use "dnf update".  The hard way is

Why do you think "dnf update" is different from "dnf install"? That install command should have installed the kernel and added an entry to the boot list.
