Older crypto policies have been turned off in the latest fedora
versions.  Try the command,
update-crypto-policies --set LEGACY
Once you get to f34, you can then use
update-crypto-policies --set DEFAULT
to get the stronger encryption again.
I'm not sure that will work, you might have to update the package
crypto-policies
to a later version by downloading a later one from here (for f34?),
https://koji.fedoraproject.org/koji/packageinfo?packageID=18548
and then
running dnf -C update [crypto-policies package]
