It dumps *everything*, including defaults and global settings. The
stuff in user is an override.
See /etc/dconf/profile/user
That matches "man 7 dconf" and explains it:
$ cat /etc/dconf/profile/user
user-db:user
system-db:local
system-db:site
system-db:distro
How do I do a dump of only "~/.config/dconf/user"?
