/var/lib/libvirt/qemu/save is a directory.
With all VM's stopped, you could always move that directory to a location with more
space and make a sym link to the new location.
You shouldn't need to stop any VMs. It wouldn't be writing to that directory unless you tell it to. Be aware that if you link it to somewhere else, you will most likely have to adjust the selinux context of the destination directory.
Of course you are right about not needing to stop the VM's. Not sure what I was thinking.
It seems that if one uses mv the selinux context is retained.
