Stable MAC addresses are used to track mobile devices. For activists, journalists, spies,
counter-spies (for those who remember Mad Magazine), and drug dealers, anti-tracking
measures can be useful (or even life-saving). MAC addresses can be used to track
consumers in stores that sell customer data to aggregators.
Apple wants network vendors deal with aggressive randomization, and has a big enough
share of the market to make it stick:
