Just a guess, but I would assume you set the clock on your camera to your local time,
and the OS is assuming that time is UTC.   ... and you are 7 time zones away from UTC.

The device was set for the local time with no options for timezone. What is interesting is the dashcam file name includes the correct date and time, but the file time is 7 hours earlier. And yes, I live 7 hours off of UTC. 

For example a file with the filename of 2021_0771_131537_062.MP4 has a time stamp of 7/21/2021 06:20 AM (Note the video is 5 minutes long so it would have been written at 13:20 pm. )
