Check out https://www.freedesktop.org/software/systemd/man/systemd.resource-control.html and both MemoryMax MemoryHigh. FWIW, all of my limited knowledge of systemd comes from systemd-devel@xxxxxxxxxxxxxxxxxxxxx.
