In previous versions of Plasma, when logging in to the graphic console the items in
/etc/xdg/autostart/ would be honored. This would cause /etc/xdg/autostart/spice-vdagent.desktop
to be executed and /usr/bin/spice-vdagent would be run. This provided integration between
a VM guest and host.
In the current version of Plasma, these entries are ignored. So, a user must know and execute
/usr/bin/spice-vdagent in an alternative manner. Otherwise it is not possible, for example, to
use the clipboard between host and guest.

Looks like a fix will be arriving shortly.
You should now be able to install the fix by....
sudo dnf --refresh --enablerepo updates-testing update spice-vdagent plasma-workspace
Then reboot.
