That's the default and how I prefer to use it myself. Almost all applications I run maximized. However, you don't have to. There are many shortcut keys, you should take a look in settings. But to start with, double-clicking the title bar will switch between maximized and not. If you drag the title bar of the window to the right or left side of the screen it will resize to half the screen size. Dragging to the top maximizes it. If it's not maximized, you can resize the window from the edges and corners. There is not really a concept of minimizing, although it is possible to add a minimize button in the settings. But without a taskbar, it's not really useful anyway.
4) is this suppose to emulate an Android tablet? One program at a time?
Not really. You can run all the applications you want and they're easily accessible with alt-tab or the overview.
If you really want the old-style interface, you can install the "gnome-classic-session" and select it from the login screen. That will give you the taskbar. Or you can just install the specific extension that adds that.
