Webmin isn't packaged as part of Fedora, so you'll have to look at the
documentation from the source you installed Webmin from.

If you want a web-based administrative interface, I suggest Fedora's
cockpit service.  Once installed and enabled, it listens on port
9090.  It can manage packages, users, VMs, containers, etc.
