I have Windows 11 Version Dev (OS Build 22000.1) running
under qemu-kvm. I installed it from ISO on a blank VM.
may I ask where you got this ISO from?

It downloads a zip file with a script inside. You
run the script for your OS. The script will go
out to M$'s update site and creates an ISO for you.
If the script crashes (mine did three times), rerun
it and it will continue where it left off
