Not related to Flatpak; this is a known NetBeans issue. Try this plugin: https://github.com/emilianbold/maven.search.remoteClick on "releases" at the right to download the NBM, then in NetBeans, "Tools / Plugins / Downloaded... &c.

Now I know this isn't a Fedora package (it's from Flathub; NetBeans isn't available in Fedora)
I would recommend just downloading the NetBeans ZIP file and decompressing it at a convenient location:
