If Windows has indeed hijacked the boot loader, you can fix it from the Windows command prompt with the following:
bcdedit /set {bootmgr} path \EFI\fedora\grubx64.efi
Obviously this assumes you have local admin rights on Windows.

I am also a Linux admin, although I am adept enough with Google to

Basically, with Fast Startup enabled, windows never really shuts down
but goes into hibernation, so next time you "power up" it is just
waking up. So, you never get a chance to see the GRUB menu.
If fast startup isn't set, then you probably will need to boot off
rescue linux media and fix the boot order with `efibootmgr`.
