Fedora 33 has a package for emacspeak that pulls in espeak when installed, but
you can use festival with emacspeak.   I've had a couple colleagues who were legally 
blind, but they were able to use large fonts and app that magnified sections of text.
One of them used a camera to display magnified views of printer material on a 
screen.
