Updates are replaced on the mirrors when new ones come in. However, except
in extraordinary circumstances where we need to remove something legally,
the version shipped in the release will stay around forever. It happens in
this case to be the wine 5.18-2 package you're using.

We also retain all shipped builds for a very long time in our build system.
So even if they vanish from the mirrors and can't be directly installed with
a dnf downgrade from the updates repo, you can find them at
https://koji.fedoraproject.org/koji/packageinfo?packageID=4106
