locale LC_CTYPE wrong...?

After a fresh install of Fedora 33, I see occasional errors popping up in the console, similar to

$ locale
locale: Cannot set LC_CTYPE to default locale: No such file or directory
locale: Cannot set LC_ALL to default locale: No such file or directory
LANG=en_US.UTF-8
LC_CTYPE=en_US.UTF-8,LANG=en_US.UTF-8
LC_NUMERIC="en_US.UTF-8"
LC_TIME="en_US.UTF-8"
LC_COLLATE="en_US.UTF-8"
LC_MONETARY="en_US.UTF-8"
LC_MESSAGES="en_US.UTF-8"
LC_PAPER="en_US.UTF-8"
LC_NAME="en_US.UTF-8"
LC_ADDRESS="en_US.UTF-8"
LC_TELEPHONE="en_US.UTF-8"
LC_MEASUREMENT="en_US.UTF-8"
LC_IDENTIFICATION="en_US.UTF-8"
LC_ALL=

Anyone else seeing this behavior? Note the strange value for LC_CTYPE.

After putting
export LC_CTYPE=C

in my .bash_profile I'm fine and the errors seem gone, however I'm unsure if that is a bug that should be reported within any of the Fedora packages or just something I might have wrong in some setting.
