And it has been deprecated. https://bugzilla.redhat.com/show_bug.cgi?id=1871025 I don't know if there's some packaging bug that should fix this, so it can just be removed on upgrade. It shouldn't require skip-broken in my opinion. Anyway, for a fix/workaround you can just remove it.
