I don't have an answer to your specific question.  However, I would comment that this is one of the
reasons I have chosen to use KDE over other desktop environments.

With KDE Window Management and Window Rules one has very good control over what windows
to operate on and when to operate on them.  What position, what size, and what desktop and monitor
to place the window.  And, it is all done in one place.  No need to hunt for application specific config
files.

That said, I don't know if possibly Xfce has a similar native ability or with an add-on.
