This will only work in X, not in Wayland. This is by design -- random other
windows can't steal images of your screen. If you want it, when you log in,
pick the X session rather than the default one from the little gear on the
login screen.

You can, however, take screenshots in Wayland -- it just needs to be done by
programs which work through Wayland to do it. There is an included
screenshot utility which might work for you, if you don't need to control it
from the command line.
