The i686 packages are expected and necessary. The downgrading is not. Maybe there is a multiarch problem or something's out of sync.
1. How does multiarch work in Fedora? Do I need to do anything else besides just installing the wine package to get it to work?
It just works, not sure how much detail you're looking for. Installing wine should be all you need.
2. Why is it downgrading my packages? Will this create dependency issues (I have had bad experiences with this type of thing in Debian)? Can downgrading these packages have any other drawbacks?
If you're not seeing any dependency issue in the dnf transaction, then it's probably ok for now.
Can someone direct me to a good way to install a regular version of wine in F33? I have tried looking for info but have not found a lot.
What do you mean by a "regular" version that is different than the one provided in Fedora?
