I have the fancy Commander Pro fan-hub, by Corsair. Supposedly
there is a way to adjust the fan speeds.     Someone is
working on a Linux driver called "corsair-cpro."      Does it work in
Fedora, and if so, how ?      I think I saw somewhere that there was
a proprietary blob in the driver.     The articles I see mention something
about trying to get it in the 5.9 series kernel.

These are kernel drivers.

The one you're asking about currently exists in 5.9 kernels.  For example,

/usr/lib/modules/5.9.0-0.rc6.20200925git171d4ff79f96.17.fc34.x86_64/kernel/drivers/hwmon/corsair-cpro.ko.xz
