Probably cups.  Try running "sudo lsof /dev/lp?".

Printer is off.  Core 2 storm in progress from
prior print.

# lsof /dev/lp?

# ps ax | grep -i [c]ups
   8640 ?        Ssl    0:00 /usr/sbin/cupsd -l

# systemctl stop cups
<core 2 still storming>

# systemctl start cups
<core 2 still storming>
