When you press the TAB key in bash, it can run various scripts to try to
complete what you're currently typing. Those are called completions and
are generally stored in that directory. That "ifup" file contains the
scripts for handling options for the ifup command. e.g. If you type
"ifup" and press TAB twice, it will show you all the available
connections you have that you could be bringing up.

I use a single tab all the time but have never used
