The dnf excludepkgs config option should work.  I haven't
used it often with a version in the pattern, so you might
want to be careful that it doesn't match more than you
intend.  Something like this, in either the main dnf.conf or
in specific repo files:

    excludepkgs=kernel*-5.7.*
