Thanks for the suggestions. I did boot off liveusb and ran fsck on /boot/efi. It did report problems, and I answered questions with wild guesses.
Seems to be OK now, and the dnf update completed OK.

Before you go that far, you might consider trying this:
df -h /boot/efi
This will tell you how much space is used and how much is free, in a
human readable format.
