You can probably go to koji and get the F31 xxdiff src.rpm package, rpmbuild it, install python2 on your system, and run it still, but it will receive no maintenance. You might even be able to still use the binary rpms for xxdiff and xxdiff-tools from F31. Both of these are contingent on the dependencies being available.
